[sigcomm] note regarding possibly lost posts

Hi, all,

The sigcomm mailing list experienced a software malfunction that may
have lost some posts that would be "held for approval". The error was
caused by an interaction between versions of Mailman and Python
software, and has been corrected.

You can verify whether a post has been successful by checking our
on-line logs at:
http://www.postel.org/pipermail/sigcomm/

If not, please repost.
