yes. But in my comments, we might do so at a time that we are not
receiving acks that would clock us.
What Detlef appears to be proposing is that we pace all the time.
Craig's paper and my comments are to the effect that this is Really
Hard to get right, and if it's not right, it's Really Wrong.
