[rbridge] Queries on RFC 6325 - Forming neighbors on L2 access port

Hi,

I have a query regarding forming neighbors between L2 access ports.

"  A TRILL IS-IS frame on an 802.3 link is structured as shown below.
   All such frames are Ethertype encoded.  The RBridge port out of which
   such a frame is sent will strip the outer VLAN tag if configured to
   do so."

If a port is configured as layer 2 access port , then while sending the
trill control frame it will strip off the vlan id.

What should be the behavior on the recieving side (if RBridge), since we
expect trill control frames to be on dvlan or some other vlan , should the
frame be dropped and neighbor is avoided?. If not then how we will come to
know on which vlan the fame has arrived and is there any vlan mapping or
not?
