[rbridge] Adopt draft-eastlake-trill-rbridge-fine-labeling-02.txt as WG document

I have read the document and support making it a WG document. There
are a few typos here and there, but I don't see any technical errors,
and the TRILL implementers say this is the encoding that is most
convenient for their implementations, so I will take their word for
that.  (I was distracted when you asked during the meeting, so I
didn't raise my hand then.)
