[rbridge] TRILL and L2-IS-IS EtherTypes assigned

Hi,

The IEEE Registration Authority has assigned the following Ethertypes:

     0x22F3   TRILL
     0x22F4   L2-IS-IS

These, along with the block of multicast addresses previously
assigned, complete all the IEEE Registration Authority actions
required for implementation of the TRILL base protocol standard.
