So how would this work? For the hellos do we still have to send both
(all) fragments at the same rate in order to maintain the adjacencies?
i.e. double the hello load? Or is it sufficient to update the holding
time on the basis of receiving ANY fragment, even though it may not
confirm two way connectivity with you becuase you are not mentioned in
that fragment?
