I don't think anyone else reponded to this. Of the five other
possible orders, which would you like? I put control frames first
because their definition is completely self contained. On the other hand
the definitions of TRILL and native frames have some cross referencing
and both currently refer to control frames. Of course, there are other ways
to re-word this...
