statement below to have been modified by replacing "used" with "in
scope" so it now reads:

distinguish them from C-tags, state that they are not in scope, or the
like.

This is a check via the mailing list to confirm or refute an apparent
consensus at the Philadelphia meeting:

If no particular controversy arises over this in the next two weeks, We
