I'm fine with stating only about C-tags and not mention anything about
S-tags. I wouldn't want the spec to explicitly prohibit the use of S-tags.

Nothing constricts the 802.1 service that an RBridge uses to access
a given LAN (and its VLANs). The actual physical port could use S-Tags,
just as long as the RBridge does not.
But within the RBridge itself, its Forward Databases and the information
shared between RBridges, I don't see how you can mix C-Tag and S-Tag
domains without requiring *every* RBridge to fully understand Provider
Backbones.
I don't see any benefit for that even approaches the complexity required.
