[rbridge] Consensus Check: Point to Point links

A frame that is switched by a Bridge is NEVER addressed to the Bridge.
An encapsulated frame that is switched by an RBridge is ALWAYS addressed
to the RBridge.

I understand management frames; it is not what we are discussing here.

Using a reserved MAC address or ignoring the MAC address on
point-to-point links achieves the same goal. Pick one, I don't care.

This is a simple and effective solution; I don't understand the need to
deny it.
