[rbridge] Consensus Check: Point to Point links

Joe,

	While what Silvano says about bridges not (typically) being
addressed by MAC address is true, and it is even more likely to be
true for neighbor to neighbor communications, I agree that this is
a general problem.

	I can hardly believe that this is the only example ever to
come up of a layer-2 forwarding device wanting to have direct -
neighbor to neighbor - protocol exchanges.
