Radia,

	I have to agree with what Russ says below.  I think 
this has been a part of the issue in previous discussions:
people are trying to see things simply (by pretending that
VLANs can be treated arbritrarily) but have been making it
all much more complicated in doing so.

	Russ' description of VLAN interactions is simple and 
correct.
