[rbridge] protocol spec - change from "nonvolatile memory"

Hi, Silvano (et al.),
I'd like to suggest a change from:
Once an RBridge has successfully acquired an address it SHOULD store
it in non-volatile memory and reuse it in the case of a reboot.
to:
Once an RBridge has successfully acquired an address it SHOULD reuse
it in the case of a restart.
I.e., I think it's sufficient to describe the behavior desired.
