IPv6 uses multicast for neighbor discovery too.
And, as Eric notes later, a common path between the two is needed at L2.
As to the pruning that Anoop later notes, I don't consider pruning an
issue for an L2 system. Although I appreciate pruning as an
optimization, I don't consider it a design requirement. If it were, we
would be talking about scalability beyond existing bridge capabilities,
which has been off the table from the start.
