That shouldn't matter anymore with RBridges, right?  One of the points
of getting rid of STP is to get rid of the single root and the
disappointing paths created when STP shuts down useful links.

I understand the transition argument, but the idea of VLAN ID reuse
seems hard enough to manage over time that it's harmful.

Should we carry all of STP's baggage?
