A general comment, there are many paragraphs that appear
to be written in English rather than IETF.

Example:

   Designated RBridge R1 can ensure freshness of its endnode information
   by doing ARP/ND queries periodically to ensure that the endnodes are
   actually there. This can be a problem if the endnodes are in power-
   saver mode, and this should be a configuration parameter on R1 as to
   whether R1 should "ping" the endnodes by doing ARP/ND queries.

My presumed translation:

	A Designate RBridge MUST be capable of ensuring freshness of its
	endnode information using periodic ARP/ND queries. Because this
	can be a problem if the endnodes are in power-saver mode, there
	MUST be a configuration option to disable or control the
frequency
	of these queries. These queries SHOULD be enabled by default.

But I could see someone else reading it as:

	Designated RBridge R1 MAY esnure freshess of its endnode
information
	by doing ARP/ND queries periodically to ensure that the endnodes
	are actually there. Because this can be a problem if the
endnodes
	are in power-saver mode, there SHOULD be a configuration
parameter
	on R1 to enable or disable these pings.
