[rbridge] Orphaned endnodes with partitioned VLANs on a cloud

Well, if the Bridged VLAN just did MVRP, we wouldn't
have any of these problems with partitioned VLANs.
(Even without any RBridge participation.)

But the level of participation that I envisage is
that of end station.
